I am in China now. Guangzhou, China to be exact. I saw twins the other day. OH.. MY... GOD...! 2 of the most adorable 6 year old Chinese girls I have ever seen.

The 1 child policy does not apply to Twins. it is 100% okay.

PS... Chinese Children are so beautiful. The Boys are bad just like any country in the world. But the girls are like DOLLS.
References :
I'm in CHINA

That's the well known loophole. Sometimes people claim their kids are twins when one is obviously older than the other one. So there are a bunch of fake twins in China.
References :
nothing.
what many people don't know is that if both parents are single child, they can have more than one child.
Now, people at their most fertile stage are the people born in late 70's and 80's(which the one child policy started), so THEY ARE ALREADY ALL SINGLE CHILD, THAT MEANS THEY ALL CAN HAVE 2 CHILDREN.

Not everyone reads the law i know.

almost all the people i know are single child, so they all can have more than one child.

the people who still have siblings are probably too old to have children anyway, e.g. women born in early 1970's for example, they are almost 40, so too old to have children as eggs are old.
References :
China is not exactly the repressive regime people think it is.

The one Child policy until recent years was only ever implemented in major cities. Recently it has come into effect in rural areas (and yes, some government people act in horrible ways, but not with the direct approval of the central government. IE, some places have forced abortions at 8 months to keep their reporting statistics down. But that is not central government policy).

Chinese are not exactly stupid. They realise that people will have twins, and I have met many twins in China (I am surprise more Chinese people don't use assisted reproductive technologies to give themselves twins and triplets).

There is no policy of selective abortions, they don't give the child away or eat their babies.

The main punitive feature related to multiple children is that the second and third etc is taxed. That is it.

Currently in country areas, if the first child is a girl, the family can have a second child.

If you work on the Grand Canal you can have as many children as you want.

If you are rich you just pay the tax.
References :
Nothing happens, except the family needs to buy twice as many diapers. The "one child policy" has many exceptions and is rarely enforced. Twins, triplets, and other multiple births are always happily welcomed under the "one child policy". Here is an article from the Wall Street Journal and CBS Marketwatch News showing how misinformed the premise of your question is:
References :
http://www.marketwatch.com/story/chinas-one-child-policy-largely-ignored-2010-03-18?pagenumber=2

Nothing will happen except to celebrate.:) One child policy does not apply to twins or more than twins. The policy also does not apply to minority ethic groups who can have two children in the family. If husband and wife are both the only child in their own family, they can have two children.
References :
Thank you for asking question about "One Child Policy". This policy is severely misunderstood in western countries thanks to the biased view of western media. Your question provides an opportunity for me to shed light on the facts.
The Chinese Communist Party enforces One Child Policy but twins is extremely unlucky for parents because additional child is additional burden to parents. Depend on province and city, some will punish with heavy tax, or heavy fine. Additional child does not receive the same governmental support and aid in a socialized country.
Most family parents will not able to pay such heavy tax and fine penalty. Only the rich parents, and or the Communist Party officials can have way to not pay penalty. Ordinary people will pay heavy tax and fine and penalized for such violation in One Child Policy.
References :
The one child rule applies only in certain parts of China. If a couple decides to have more children, they must pay additional tax, but they certainly may make that choice. As to the question of twins ( or more) , see article below. Many people have found a way to beat the system.
References :
http://news.bbc.co.uk/2/hi/asia-pacific/6694135.stm
