		<description>If there is no custody order,she can pretty much do as she pleases. He needs to go to court and have the custody order straightened out as well as the child support issue. Giving her money without a court order can come back and bite him in the butt. According to the court,he is not giving her child support now,he is giving her a gift.

		<description>Yes she can.  Your boyfriend will have to take the matter to court to be granted any rights that the mother might be denying him as a father.  If his name is not on the certificates,he cannot stop her from taking the twins with her,he has no legal rights to the twins and he does not have to support them either.
